PPWR is coming: make sure your packaging is in order

By Linda van Waveren

The PPWR (Packaging and Packaging Waste Regulation) will require particular attention in the coming period, as also highlighted in the management memo of 18 June. This European packaging regulation entered into force on 11 February 2025 and will become applicable from 12 August 2026.

As a number of you already know, the impact is significant. We must be able to demonstrate which packaging we use, which role we fulfil (for example, producer or importer), and that we have the correct documentation in place. This applies to all packaging flows: from (international) growers and procurement through to internal deliveries. For each type of packaging and in each country, there must be clear visibility of materials, weight, origin, roles and obligations.

The greatest effort lies in the preparation. Mapping packaging flows, determining roles and collecting data from suppliers requires time and structure. If you have not yet started, it is important to take action now to ensure that you are demonstrably ‘in control’ by 2026.

Practical first steps:

  • Appoint a PPWR owner within your organisation.
  • Map the main packaging flows.
  • Start determining roles for each flow and country.
  • Begin collecting information from suppliers.
  • Establish a central repository for data and documentation.

Responsibility for compliance lies with the individual DFG companies. Within DFG, the Circular Packaging Taskforce has been established under the leadership of Rico Ratsma to support businesses with best practices and practical guidance. Over the coming period, we will assess what additional support may be required.
